Why Key Largo is One of the World's Premier STR Markets
Key Largo is the first island you reach coming down from the mainland and the closest thing the Keys have to a drive-to market. Miami is about an hour and a half away, which changes the guest profile completely — people come for long weekends here in a way they do not in Key West, and a meaningful share of them arrive with their own boat behind the car. The demand engine is diving. John Pennekamp Coral Reef State Park was the first undersea park in the United States, the reef offshore is the only living coral barrier reef in the continental US, and the wrecks and the Christ of the Abyss statue draw divers who come back every year with the same group. Unlike Islamorada and Key West, Key Largo is unincorporated, which means Monroe County's rules apply directly with no village layer in between. That has a very specific consequence: the land use district your parcel sits in determines whether you have a rental business at all, and buyers who skip that check before closing sometimes discover they have bought a house they cannot legally rent.
The zoning question is the market. Under the Monroe County land development code, a vacation rental means a tenancy of less than twenty-eight days, and that use is unlawful in the Improved Subdivision, Urban Residential Mobile Home and Improved Subdivision Masonry districts — which cover a great deal of the residential housing stock on this island. Where it is permitted, in districts including Suburban Residential, Mixed Use, Urban Residential, IS-V and Offshore Islands, it requires an annual Special Vacation Rental Permit that comes with real conditions attached: quiet hours, trash service, parking limits, dock and boat use rules, and a locally based vacation rental manager who has to be reachable at all times to respond to complaints. A local business tax receipt is required regardless of rental length. The practical result is a two-tier island. Properties with a valid permit are a constrained, defensible set. Properties without one are either operating on twenty-eight-day-plus tenancies or operating illegally, and the county does enforce. On the demand side, the diving economy, the boating traffic and the proximity to Miami give Key Largo a steadier, less seasonal calendar than the Lower Keys.
